“MAFA – Park” CITY OF HEIDENAU
The development plan13/1 “MAFA‑Park” for the city of Heidenau was, alongside its public display, circulated to the public authorities with responsibilities and to neighbouring municipalities for their information and invited comments.
On the basis of the statements received, a resolution on how to weigh the comments was adopted. The council passed the statute approving the development plan on 27 November 2025. With the publication of the statute in the Heidenauer Journal on 19 December 2025, the development plan came into force.
The urban development agreement was negotiated with the city on the basis of the prepared infrastructure plan (HOAI phase III) and was notarised on 29 September 2025 together with the urban development agreement on matters of building culture.
URBAN DEVELOPMENT AGREEMENT
The urban development agreement / infrastructure-development agreement pursuant to Section 11 (1) No. 1 of the Federal Building Code (BauGB) was negotiated with the city on the basis of the infrastructure plan prepared by the project sponsor (HOAI phase III) and was notarised on 29 September 2025 together with the urban development agreement concerning matters of building culture. The agreement contains transfer obligations with regard to the streets and other infrastructure facilities, and governs the type, scope and execution of the infrastructure works as well as the required performance securities and execution deadlines. In addition, the acceptance of the infrastructure works, their takeover by the city and the applicable warranty periods are regulated.
Finally, the agreement also includes a cost breakdown for the development of the area. The breakdown is based on a detailed cost calculation prepared by the commissioned planning office IVAS Ingenieurbüro für Verkehrsanlagen und -systeme.
