The council passed the statute approving the development plan on <strong>27 November 2025<\/strong>. With the publication of the statute in the Heidenauer Journal on <strong>19 December 2025<\/strong>, the development plan came into force.<\/p>\n<p>The urban development agreement was negotiated with the city on the basis of the prepared infrastructure plan (HOAI phase III) and was notarised on <strong>29 September 2025<\/strong> together with the urban development agreement on matters of building culture.<\/p>\n<\/div>\n<div>\n<p>    <img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/05\/250625_MAFA_Bebauungsplan-01.webp\" alt=\"\"><\/p>\n<h3>meiag-nachhaltigkeit-01<\/h3>\n<\/div>\n<div>\n<p>    <img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/05\/250625_MAFA_Bebauungsplan-02.webp\" alt=\"\"><\/p>\n<h3>meiag-nachhaltigkeit-01<\/h3>\n<\/div>\n<h2>URBAN DEVELOPMENT AGREEMENT<\/h2>\n<div>\n<p>The <strong>urban development agreement \/ infrastructure-development agreement<\/strong> pursuant to Section 11 (1) No. 1 of the Federal Building Code (BauGB) was negotiated with the city on the basis of the infrastructure plan prepared by the project sponsor (HOAI phase III) and was notarised on <strong>29 September 2025<\/strong> together with the urban development agreement concerning matters of building culture. The agreement contains transfer obligations with regard to the streets and other infrastructure facilities, and governs the type, scope and execution of the infrastructure works as well as the required performance securities and execution deadlines. In addition, the acceptance of the infrastructure works, their takeover by the city and the applicable warranty periods are regulated.<\/p>\n<p>Finally, the agreement also includes a cost breakdown for the development of the area. Die starke Erscheinung des Vorhandenen wird bewahrt und lebt als Zeitschicht zwischen dem Neuen weiter. Neue bauliche Strukturen sollen im Einklang mit dem Bestehenden Vielfalt, Offenheit und soziale Durchmischung f\u00f6rdern.<\/p>\n\n\\n\n\n<p>Der Reiz dieser Aufgabe liegt in dem Bekenntnis zu einem st\u00e4dtischen Viertel, das von Gegens\u00e4tzen lebt: dem harmonischen Miteinander von Bestands- und Neubauten sowie dem geschickten Umgang mit der harten Grenze an der Bahn im Kontrast zu der gr\u00fcnen Raumkante an der gegen\u00fcberliegenden Seite des Gebietes, die sich ins Areal einwebt.<\/p>\n\n\\n\n\n<p>Dabei wird auf eine entsprechende Ma\u00dfst\u00e4blichkeit der Bebauung zu den jeweils angrenzenden Bereichen Wert gelegt. So sind zum Beispiel die Neubauten auf die vorhandene, zwei- bis dreigeschossige, Bebauung abgestimmt. Sie sind ein St\u00fcck von der Stra\u00dfe zur\u00fcckgenommen und in eine stark begr\u00fcnte Zone eingewebt, die den zuk\u00fcnftigen Bewohnern zur Verf\u00fcgung stehen wird. Im Gegensatz dazu sind die Bauten im Inneren des Quartiers und zur Bahnlinie hin h\u00f6her und sorgen f\u00fcr eine Verminderung der L\u00e4rmbel\u00e4stigung. In Kombination mit verschiedenen Hochpunkten entsteht so ein Dialog mit den denkmalgesch\u00fctzten Bestandsgeb\u00e4uden, der einen sch\u00fctzenden urbanen Raum bildet.<\/p>\n\n\\n\n\n<p>Differenzierte und diverse Parzellengr\u00f6\u00dfen und Haustypen antworten auf die Bed\u00fcrfnisse unterschiedlichster Nutzer und schaffen Vielfalt. Individuelle Farbigkeit und Materialien unterstreichen die F\u00fclle der einzelnen Bausteine und f\u00fcgen Neubauten mit Bestandsgeb\u00e4uden in ein einheitliches Gesamtbild. Mannigfaltige Typen werden entwickelt, um Familien, Paaren, Neu-Heidenauern und Alteingesessenen zugleich attraktiven Wohnraum zu bieten. Alternative Modelle vergr\u00f6\u00dfern das Angebot und schaffen Flexibilit\u00e4t mit vielf\u00e4ltig nutzbaren Einheiten. Dies wiederum f\u00f6rdert das Zusammenspiel von Arbeiten, Wohnen und kulturellem Leben an einem Ort. Das neue Stadtviertel verl\u00e4sst bewusst die schematische Anordnung von geschlossenen Wohnbl\u00f6cken.
